Job Description:
Learning Development Officer - The Community and Housing Department of a busy Local Authority based in Morden requires a Learning Development Officer to work within the Business Support Team to design and implement soft skill training courses for frontline staff, support staff, assistant team managers and team managers in the Community & Housing Department. To commission specialist training to meet the learning and development needs of all staff within Community & Housing.

CANDIDATE MUST BE A MEMBER OF CHARTERED INSTITUTE OF PERSONAL DEVELOPMENT (CIPD)

JOB DESCRIPTION

*To co-ordinate the research, design, implementation and annual review of the Learning & Development Policies and Procedures for Community & Housing, ensuring that they are complementary to Corporate Human Resources policies and procedures.

*To co-ordinate the learning needs analysis for Community & Housing as well as interfacing with other agencies for their learning needs as they relate to Community & Housing and vice versa.

*To commission high quality, interactive, specialised learning and development events to ensure that identified and prioritised development needs are met within budget and to exceed the objectives of the Community & Housing Services Business Plan.

*To design and deliver a high quality learning programme on soft skills in accordance with agreed learning & development plans, including Investors in Excellence.

*To work with colleagues and senior management on researching, designing and implementing a 3 year Workforce Development Strategy for Community & Housing that complements the Recruitment & Retention Strategy.

*In conjunction with colleagues develop and implement a system of evaluating training/learning that effectively measures return on investment.

*To provide quarterly accurate reports on Community & Housing learning trend analysis and required management information to the Departmental Management Team.

*Knowledge of how people learn and ways in which to maximise their learning so that it reflects an improvement in their work practice.

*Appropriate Training or Education Qualification is necessary and at least 3 years previous experience of designing and delivering learning & development opportunities to peers / colleagues / management.

*Experience in identifying learning, development and training needs; as well as implementing and reporting on an effective evaluation process.
